PESEL, address registration (meldunek) and a bank account in Poland: the three tasks of your first week

In your first week in Poland three registrations depend on each other: address registration (meldunek), the PESEL number and a bank account. The registration deadline is counted in days, PESEL usually follows from it, electronic government services require PESEL, and on a bank account the bank always decides. In which order, with which documents.

You have arrived in Poland with your visa or residence card, your flat is arranged, your job or studies are starting. For most people the first week's agenda is the same: address registration, a PESEL number and a bank account. They look like separate tasks but they depend on each other, and when one is delayed the others wait. This article explains the rule for each and the right order.

Short answer: A non-EU foreigner staying in Poland for more than 30 days must register their address (meldunek) at the municipal office (urząd gminy) no later than the fourth day after arriving at the place where they live. Registration is free, and the PESEL number is assigned ex officio together with it. If you cannot register and an authority requires PESEL, you apply in person at any municipal office. The trusted profile (profil zaufany) cannot be set up without PESEL. On a bank account, the bank decides.

What PESEL is and how a foreigner gets it

PESEL is the personal identification number in Poland's population register. The Population Register Act (ustawa o ewidencji ludności) includes foreigners living in Poland in this register. There are two routes for a foreigner, both described on the official gov.pl service page:

  • Through address registration, ex officio. When you register for a stay of more than 30 days, the municipality requests the number ex officio; you do not need to apply separately.
  • On application. If you cannot register your address but an authority requires PESEL from you, you apply at any municipal office. Non-EU/EFTA citizens must submit the application in person. In the application you must state the legal basis from which the obligation to have PESEL arises; the authority asking for the number (for example ZUS or the tax office) should tell you that basis. The service is free; the application is accepted immediately and, if the number is assigned, you collect the notification from the same office.

The second route is not for getting a number "just in case". An application without a legal basis, or one that does not meet the requirements, may not be processed. For someone who will live in Poland, the natural route is address registration.

Address registration (meldunek): the four-day rule

The law sets the deadline for address registration (zameldowanie) by citizenship. EU, EFTA and Swiss citizens have 30 days; other foreigners, such as Turkish citizens, must register no later than the fourth day from arriving at the place of stay. Foreigners whose stay in Poland will not exceed 30 days are exempt from this obligation.

Practical rules, according to the address registration service page:

  • Where: At the municipal office (urząd gminy) of the place where you live.
  • How: If you are not an EU/EFTA citizen or their family member, you cannot register online; you must show the documents confirming your right to stay at the office. A representative with a written power of attorney may go instead; but if you do not yet have PESEL, you are asked to come to the office in person.
  • Documents: The temporary stay registration form (zgłoszenie pobytu czasowego), a valid passport and visa; if you have a residence permit or a timely filed residence application, the relevant document. If you own or rent the flat, a document showing your legal title (for example a rental agreement); if not, the owner's confirmation on the form and a document showing the owner's title to the flat.
  • Fee and timing: Registration is free; the official registers you as soon as they receive the form. If you want a temporary registration certificate (zaświadczenie), it costs 17 zł.
  • Time limit: The period of stay you declare cannot exceed the legal stay allowed by your visa or permit.

When signing the rental agreement, ask the owner whether they will sign the registration form. Without the owner's confirmation on the form, registration is still possible, but the office then opens an administrative inquiry and it takes longer.

Why profil zaufany depends on PESEL

The main key for dealing electronically with the Polish state is the trusted profile (profil zaufany). According to the official FAQ page, a PESEL number is required to set up profil zaufany. Life goes on without the profile, but many things take longer: since 2026 residence applications are filed in the MOS system with an electronic signature (our residence card article), and the patient account where you see your health insurance status (our NFZ article) is also accessed this way.

The order follows from this: first address registration, with it PESEL, then profil zaufany. Whoever gets PESEL late also gets their electronic tasks done late.

Bank account: documents and who decides

Let us be direct: opening an account at a bank in Poland as a foreigner is not guaranteed; the bank decides. Under the Anti-Money Laundering Act (ustawa o przeciwdziałaniu praniu pieniędzy), banks must know their customer: they verify identity, assess the purpose and nature of the relationship and, where justified, ask about the source of funds. A bank that cannot apply these measures does not open the account.

Each bank sets its own document list. Typically you are asked for a valid passport, a document showing legal stay in Poland (visa or residence card) and your address in Poland. Some banks may also ask for an employment contract, a student certificate or PESEL. Asking the bank for the list in writing before the appointment saves a second visit to the same branch.

There is one right you should know about: the Payment Services Act (ustawa o usługach płatniczych) obliges banks that offer accounts to consumers to offer a basic payment account (podstawowy rachunek płatniczy). This account is for consumers who have no other złoty account at a bank operating in Poland; domestic transactions are free of charge. The bank cannot make opening it conditional on another product or on a commitment to specific inflows, and it must respond to a complete application within 10 business days at the latest. The law also regulates refusal: the bank may refuse if you have no valid identity document, are not legally staying in an EU member state, have not given a residential or correspondence address in Poland, or already have a złoty account; it must refuse where a crime is suspected. The reason for refusal is communicated to you free of charge, unless anti-money-laundering rules prevent it.

This is not a list for choosing a bank; it is a framework for knowing on what grounds an account can be refused.

The order of the first week

  • Before arrival: Discuss the owner's confirmation for address registration in the rental agreement; bring your passport, visa and the original agreement.
  • Days 1–4: Address registration at the municipal office. If you are staying more than 30 days, PESEL is assigned ex officio with it.
  • If registration is not possible: Find out the legal basis from the authority requiring the number and apply for PESEL in person at any municipal office.
  • After PESEL: Profil zaufany; electronic tasks in residence, tax and health services depend on it.
  • In parallel: Bank appointment; document list in advance, in writing.
  • If you have started work: Your employer registers you for social security and health insurance; details in our NFZ article.

The basis on which you came does not change this order; we covered the basis itself in our four ways article.

Frequently asked

My landlord will not sign the registration form. What can I do?

Registration is still possible. You submit the form to the municipality with a statement explaining why the required documents are missing; the municipality conducts an administrative inquiry and, if it establishes that you really live at that address, issues a registration decision. The process takes longer, so it is best to raise the matter before signing the rental agreement.

Can I open a bank account without PESEL?

PESEL is not among the grounds for refusal the law lists for a basic payment account; an identity document, legal stay and an address in Poland are. But each bank has its own document list and the bank decides. Ask the bank for its list without waiting for your PESEL.

Does address registration give me a right of residence?

No. Address registration is a notification; the period of stay you declare cannot exceed the period your visa or permit allows. The right to stay comes from the visa or residence permit, and the authority decides on it.

How we run it

We explain your rental agreement in Turkish, prepare the address registration form and the owner's confirmation, and arrange the municipal appointment and, if needed, the PESEL application. For the bank appointment we obtain the document list from the bank in advance and prepare the file with you; whether to open the account is the bank's decision. We stay with you while you set up profil zaufany. At present we accompany clients to appointments in person only in Szczecin; in other cities we run the process remotely in Turkish. Questions on residence and work permits are assessed with our immigration specialist partner; we are not legal representation.
